Boiling water can help you with great results, as long as you're comfortable transporting hot water in your yard. You could also just use a scrub brush and some kind of cleaning solvent, sort of like you would wash your car.

If the pebbles are small and sitting on top of plastic, you really need to wash all the debris out after a number of years, as otherwise there can be a build up of organic matter that provides a great base for weeds.

Try a really good pressure washer. If it doesn't come clean with the pressure washer, you might look into Spray Nine Marine. It's for boats, but it works well on rain gutters, plastic fencing, etc. too.
