I saw that in the article it said not to put too much mascara on if I have small eyes, but I was advised to put mascara on to make my eyes look larger. Which one should I do?

In this case, the mascara would make your eyelashes look longer, not necessarily make your eyes look larger. In my opinion, the longer the lashes (when using mascara), the smaller the eyes seem, since more space seems to be taken up by the lashes now. I'd suggest you follow what this article says.
