If wild horses are endangered, why does BLM allow their death via sale to known kill-buyers? Why isn’t there a capture quota for individuals which would reduce BLM number management?

In the United States, wild horses are nowhere near endangered! The government regulates this by allowing an annual roundup. A helicopter flushes them out and herds them into a corral to be auctioned off, and yes, some are slaughtered after purchase.
