    Just go to your nearby airport and talk with a flight instructor there. You don't need any qualifications, other than you must be at least 16 to start learning to fly, and no medical problems preventing you from flying.

    While flying your aircraft near the ground (normally during a takeoff or landing), you're in what is called ground effect, when you are within a wingspan distance from the ground. There is an air pressure buildup caused by the wings at that distance from the ground. This pressure will allow the aircraft to fly when it really shouldn't be able to fly. This effect is a dangerous situation to be in, and you shouldn't try to climb excessively at that altitude, faster than the aircraft can climb.
