Don't use it. Use it on Groudon, Kyogre, Rayquazza, Latios and Latias. I caught my Relicanth at low health with an ultra ball, so it is not necessary.

Is it possible to catch all legendarys with ultra balls instead of the master ball?

Yes, however it would take forever considering that their capture rates are low. Celebi and Mew and Mewtwo might be a different story. But the only ways to get Celebi is to either spend money on a Gameshark (cheat system not legitimate) or get a DS or GBA with it or get a disk for Celebi and connect your GBA to a gamecube and catch it like that. It's the same way with Mew and possibly Mewtwo. (The easiest way to get Mew is get a GameShark and connect it to your DS or GBA and get it that way).
