How do I finish the milestone quickly when I'm on rival 2?

Finish the speed camera things first.They're easier. Then take a car with 0 heat, start a pursuit and quickly destroy the car. This should complete one. Take a car with 0 heat and just try to touch and destroy most of them. This should get you at least 2 milestones done.

My Bounty was 78,200. I did 30,000 more Bounty, but it is is showing 78,200. How is that possible?

If your current Bounty on your Rap Sheet is 78,200, and you did 30,000 on a pursuit but your Bounty didn't increase, it's possible that you get busted during the pursuit and no data was changed in your Rap Sheet. To save records like Bounty, evade the pursuit and save the game.

What's the meaning of the various icons in bounty challenge?

The icons in "bounty" mode in career mode show locations in Rosewood, Camden (unlocked by beating Izzy, Blacklist #12), and Rockport (unlocked by beating Jewels, Blacklist #8). Any location chosen by you will start at the current position with a pursuit started, and the chosen location may or may not have a "pursuit breaker" (marked as a downward-pointing red triangle), which you have to run over to immobilize cops and evade the pursuit. However, if you select "Camden Penitentiary", there is no pursuit breaker.
