Try to brush their coat with a shedding brush once every week to get rid of dead hair and prevent matting. If you see matted patches of fur, then spray them with detangling spray before trying to work them apart.

Can I use an undercoat rake in winter on my husky?

You can, but I would recommend you rake it in the fall (before winter) because that's when the husky starts shedding!
