If he's not giving you any signs that he likes you, i.e. playful flirting, staring at you and then quickly looking away when you catch him, calling/texting you frequently, etc., he's probably not interested and he's trying to be nice by not telling you that outright. If he is giving you signs he likes you, he's probably just shy. Either way, I'd give him some space for now. If you keep bothering him about it, he's only going to get more uncomfortable.
