use two shirts, one as a over-shirt, the other as a improvised bra (tuck it around your filler material and adjust and experiment with it) you might want to tie (or sew it if your good at that) things together to make it stay, just don't get stuck in it and have to tear it apart to get out (but really if an opportunity to get a bra comes, get it, it works so much better, especially if it fits right)

Find a padded bra (possibly a push-up bra). Then get some party balloons and fill them with water; just enough for them to be put in the cups and be comfortable. Make sure there is no air in the balloons, then tie them shut. Put the balloons in the cups, wear something over it, and that should be what you need.

Stealing is wrong. When you steal from your sister, especially something as intimate as her underwear, you risk irreparably damaging your relationship with her. So yes, it is wrong. You can get your own bra, some of them are not too expensive. Or, ask her. She may have an old pair she doesn't care for anymore and can give you.

Yep! If you're stuffing, you can get a bigger bra and fill it with as much tissue paper or as many socks as you need. If you're making a breastplate, instead of using 2 smaller bra cups to make each new cup, try using 3 or 4.
