Many of the items used to power a redstone lamp are capable of being placed on the bottom side of a lamp as well. One can use a redstone torch, a redstone block, a button (this does not apply to older versions) or a lever.

Instead of going to the nether and finding redstone and hooking up a system isn't it a lot easier to just go to the nether and get glowstone that glows anyway?

Fair point! That would less time, but you cannot turn a glowstone block on/off like a redstone lamp. If you just want a permanent light source, go ahead with glowstone, but if you want to be able to turn your lamp on and off, then you need this.

You cannot make redstone dust in Minecraft. You can get redstone dust by mining redstone ore, which is found from Y-levels 1-16 in all biomes. You can also find redstone dust in chests in dungeons, mineshafts, villages, strongholds, and woodland mansions. Witches may also drop redstone dust upon death.
