I’m on iPad and whenever I click the plus I don’t see "create short".

A short will automatically be listed as one if it meets the under-60-second and vertical resolution requirements. Just upload the short video the way as any other video. If the short video isn't automatically in vertical resolution, you can crop it with video editors you can download for free.
