There is a button/tab that says "Play Online". If the button is not working, this could be due to a variety of reasons. You could be off the internet or have too weak a connection to play (or you may need to reinstall the game due to a bug, but this is very unlikely). If you play on XBOX then it could be because of a lack of XBOX Live/Gold.

The person with the highest points wins the game. You can have the most kills but if you die to many times by other players (or yourself) your points are lost and someone becomes higher than you, even if they only have a few kills.

It is a skill-based system. If you search for a match, the game will search for other people finding a match who are around your skill level. If it doesn't find any, it'll widen the range it's searching at. If you want to avoid being paired with people much more skilled than you, leave and rejoin the matchmaking queue semi-frequently.
