    Technically, you can host a website on your PC. However, the reason we use web hosting companies is because they have much faster connections to the internet than we do at home. Also, web servers stay online all the time, unlike our home computers, which we need to turn off and reboot more often. It's very noticeable when you try to visit a website on a home-based network, as the site loads slowly (especially if more than one person is trying to use the website at the same time) and sometimes not at all. If you have a dedicated server in your home and a high-tier internet connection that's only used for your web server (that is, nobody in the house is streaming TV shows, playing games, etc.), you can definitely host your own website without paying a web host.

    This depends on the tools you're using to publish your website. For example, if you use CPanel, you can go into your File Manager, enter your web directory, and click "+Folder" to create a new folder. If it's a Unix/Linux system that you can log into with SSH, you can enter your web directory and use "mkdir dev" to create a directory called "dev." If you upload your web files using FTP, you can create your folder structure on your computer, then upload the entire web folder to the server, which would also upload the "dev" folder you created locally.

    If you bought the domain name through Google Domains, you have some free website publishing options that you can easily link to your domain, including Google Sites and Blogger. The problem is, you can't upload your HTML to those sites. If you want to keep your HTML files and not switch to a drag and drop editor, you'll need a web host that allows you to upload files.

    You purchased a route that allows people to Connect to your site. The domain name itself is just a name given to mask the Public IP address of your Web Hosting space. (Basically a computer in a far away land) so instead of typing 172.61.x.x into your browser you will instead type the domain name of your site to map to that computer in a far away land. Once you access that IP, a webserver should be running on that distant computer which sends HTML data to the computer you're accessing it from, and your browser interprets that HTML data successfully displaying your website.
