I have purchased 3 Steam cards from Best Buy and the codes were damaged and Best Buy said they can not exchange the cards. How do I get a refund for those 3 cards?

Steam gift cards should be activated upon purchase. They are not valid until scanned and paid for at the till. if you have not paid for the card, then the code cannot be used.
