If it was removed by Windows Defender, can it come back? I have heard there is a worm that can come back, and I do not want to reset my device.

It is possible that it may come back if you also have a rootkit, but Windows Defender normally detects rootkits as well, so it is unlikely. But if you want to make sure, you can follow the steps in How to Remove a Rootkit to make sure that there is no rootkit on your computer.
