How do I change the resolution in Paint?

In the bottom of the screen, you'll see a section saying (A number) x (A numper) PX. That is your resolution size. you can drag the squares of the corner of the canvas and the resolution number will increase/ decrease. Change to desired size.

When I resize my image in Photoshop, I get a different overall file size than when I save it to the computer and check it. Which version is the one that must be under 5 mb? Compressed or not?

The most accurate file size is the one on your computer. Photoshop will estimate the file size, but your computer will tell you the exact file size once you save the image. As for compression, an image with higher compression will take up less space than a one with lower compression (or no compression at all).

How do you resize a jpeg without destroying the resolution?

Making an image smaller will always decrease the resolution, since smaller images have fewer pixels. If you make the image larger, it might look blurry because there is no way to add resolution back to a small image. If you don't want to change the resolution, keep the image the same size and use minimal compression.
