Is it usual to pay a broker's fee up front for a domain sale?

No. It's a scam. Other sites also require you to pay a "verification" fee, or to use a specific escrow service. Pay only when the sale closes, and avoid brokers which require a specific service (they either own that or get affiliate commissions).
