Yes, you can do that. Lay a tarp on the ground, then add sand, then the pool. The only problem will be having to remove a bunch of sand at the end of the season. The sand also makes the floor of the pool feel nicer when you're in it, because it gives slightly instead of just feeling like hard ground.
