I'm playing 1.13.2. When I use the /give command it doesn't work, nor command blocks. Any ideas?

Make sure you're writing in your username. For example, if your username on Minecraft is Steve, you'd write /give Steve minecraft:mob_spawner. Make sure to check spelling as well.

Can I do this in survival mode in 1.14?

Yes, but you have to find a dungeon and make a pit for the mobs to fall down and die. Then you need hoppers to collect the loot. Connect the hopper to the chest by putting a chest under it, and you can collect the loot from there.

Maybe you are not using your username. If you did and if it is still not working, make sure that is the right command for your edition because various commands don't exist for some versions of Minecraft.

If you are in creative mode, you can spawn them using a spawn egg. In PE, it will be called Spawn space some mob. In all other versions of Minecraft except for the iPad, it is called a spawn egg. To spawn a mob, just follow these steps. Mobile and iPad, tap on a grass block to spawn them. Computer Editions, right-click on the nearest grass block to you to spawn them. For console editions, press A to spawn them. However this won't work in survival mode. This will only work in SM if you switch to creative mode to get the spawn egg and add it to your Hotbar and then switch back to Survival Mode.

You cannot make a slime spawn egg, or any spawn egg. The only way to get them is by using '/give (username) minecraft:slime_spawn_egg' in chat. Replace (username) with your in-game name and enter it into the chat. Or, you can go into creative mode and search "slime" in the search bar. This will show you all the items with "slime" in the name, including the spawn egg.

I am playing on the 1.5.2 version and when I try to right click the spawner with an egg, all I do is spawn the mob practically on top of me.

I have also tried to do this multiple times. I have tried commands, spawn eggs, etc. In the end, I couldn't find a way to do this. I think it isn't possible until 1.8.
