My soil is dense and compacted and I plan to overseed. Is it okay to aerate in the spring and again in the fall? Is there something I can top the soil with to improve it?

Yes, to both questions. Aeration twice a year (with soil more dry than moist) and leaving the plugs to naturally break down will help greatly. Top dress with a light topsoil and sand mixture by spreading it out in 1/2" to no more than 3/4" deep and rake in smooth to help loosen the compacted soil.

How do I rid my lawn of moss and mildew?

Moss grows mainly in shady areas with poor fertilization and drainage. Apply iron sulfate to the area and fertilize with nitrogen. Improve drainage as best you can. You may have to dig up some areas and replace the soil with a well draining, sandy soil.

My lawn has stopped growing. It has a lot of brown grass and looks dark. I water 20 minutes every other day and have fertilized, too. What could be the problem?

Lawns should be given 1" of water per week. Do it all on the same day; watering for 20 minutes every other day encourages the grass roots to "go shallow" instead of deep and strong. Deep and strong encourages drought/disease resistance. Too much fertilizer can "burn" the grass; I have found Scotts Lawn Care program to be ideal.
