Why would somebody block me from liking their tweets?

Maybe they mistook you for somebody else, or maybe they clicked the "block" button by accident. If you know them in real life, ask them. If not, you could try asking a friend to contact them and ask them why you were blocked.

No, there isn't. There is no way to know what time a user blocked you, unless they did it when you were viewing their page and refreshed.

I can no longer see an account I'm following. It says the account doesn't exist. Why? Did they block me or make their account private?

Neither. That isn't blocking at all. If someone blocks you, it will say you are blocked from viewing the profile. If a profile is empty and says the account doesn't exist, that means the person has deleted their account. A private account will say the tweets are protected, not that the profile can't be found.
