    I would start broadly with the concept. So, what do you want your poem to be about? Then, you start shaping the words to fit that poem. A good resource for finding words that rhyme is a rhyming dictionary. You basically type in the word you want to use and it brings up all the other rhymes and near rhymes, which are words that sound to the ear like they rhyme even though they don't really.
