When one adds a large-enough image to a step in a wikiHow article, it shows up above the step text. But when the image is too small, it shows up below
the text, like this:
Is there any way to fix that? Using [[Image:filename_goes_here.png|top]]
doesn’t help. Or is it supposed to behave like that?

This is the way it’s intended - I’m not sure on the why’s, but small images are always added below the text

You can use an online image-resizer to make the images bigger
.
What’s the point? I’d rather have a small and acceptable-resolution image than a big and extremely blurry image.

This seems to be an intentional design choice. If images are too small, then it can look awkward when placed above the text and letterboxed. Placed below the text, it seems to look stylistically better.
Like you said, it is probably a good idea not to blow the image up. It would disgust readers to have an ultra low resolution image.
