Excessive chatting really only applies with the talk pages on the main site. As long as the chatting’s pretty much kept within e-mail or the Forum Games and General Chat categories on here, you’re fine!

That would be from an anti-spam tool that’s built into the forums. It detects people who are posting comments so quickly that it suspects they are spambots and makes a temporary block from new posts. This is automated and nobody is actually manually blocking you.
