this always happens after patrolling some edits. i patrol the edits, leave the RC patrol because it says “good job you finished” and then after going back into the RC Patrol, it says this. is there a patrol limit? is this a bug? i use Google Chrome on an iPad air 2 btw. mabye older devices (my ipad is from 2015) do this?

Nope, this is a patrol throttle. It’s really common for less experienced patrollers to get one if they make some mistakes while patrolling. It’ll expire on its own after awhile if it’s not reset

It’s one of our protective measures against spam and abuse on the forums. The higher your trust level is, the fewer your restrictions are.
