When an attention tag is added and then removed, the article has to go through quality review again. Why is this? The tag was removed, but the article is still a stub.

Maybe the only problem the article had (and why it wasn’t promoted) was an issue, pointed out by the tag. So when an editor fixes the part that needs attention and removes the tag, the article is good and should have a chance to be reviewed again. That’s what I think.

{{Attention}} is used to signify a matter with the article and is matched with a discussion page comment explaining the issue(s). The tag does not obscure articles by itself. This means that if an article is obscured and de-indexed, then it has either been tagged with a template that does so (like {{stub}}) or it has been manually demoted–or both.
