This is a random question. If somebody vandalized an article and that edit got reverted, and later a reader sends fan mail, does the vandal get it as well? Just curious.

Yes, fan mail gets sent to every contributor who edited an article, including vandals. It does not get sent to anonymous editors though, only logged in contributors. This probably filters out quite a few vandals.
It probably would be possible to filter out blocked users. It could also be theoretically possible to detect if the users edits were reverted, and then exclude them from the contributors on the article, but this would be somewhat difficult to code. The wikiHow engineers are quite buys though, so I don’t think that anything like that will be created soon. But, if you think that it is a good idea to exclude vandals from fan mail, you can contact Jayne.
