It’s not feautured WHS. Check the bottom of the article. If it was Feautured, it would have a green badge down there. Check the discussion page. There’s no Rising Star or Feautured templates there.
If you look in the comments on the discussion page it says it’s featured
It was a candidate for becoming a featured article, not actually featured. The article was nominated to become a featured article at some point, but was not selected as one.
You can also see the history and find a LOT of editors that edited

And why would it be a featured candidate?? It’s not good at all for a rising star, never mind featuring

*Anyone* can nominate an article for feauturing via the {{fac}} template. So, someone who thought it would be a great Feautured article did that. Possibly the author himself/herself.
