I don’t think these are really necessary. There’s no hard-and-fast rules for Discussion and Talk pages outside of the Talk Page Policy (which basically just says “do whatever you want as long as the messages are black text on a white background and aren’t obscured by other things”). And when it comes to Talk pages, people can just put up their own notes - the template will appear the same way for everyone, so making it stick to one person’s specific behavior ends up limiting who can use it.

It seems like these are more of a personal preference than wiki policy. It you want to place a similar template on your own talk page, you can do so… but probably best to keep it on your own talk page as it’s really a personal preference and won’t be “enforced” by anyone other than yourself.
