This is not a personal chat site.  I think you already know this.  

Oh… then what is General Chat for specifically?  I would say talking about non-wikiHow stuff, but I would also say it is reserved for established wikiHow editors.  Anyway, @Anna please close this.

It’s okay to talk about general topics in General Chat - hence the name. But since it’s a forum, not a chat site or chat room, it’s generally better to start topic-based threads. This gives some direction and purpose to discussions, even non-wikiHow ones. The status of the person starting the thread doesn’t matter - they can be newbies, no stress there :) 

We already have the wikiTwitter thread for one-off comments, so beyond that, starting topic-specific, purpose-based chat threads seems the better way to go. If you just want to chinwag back and forth as two people, rather than putting out a specific topic for many folks to chime in on, I’d say email is the better way to go.
