So I recently created a new account on Spanish wikiHow(So I could contribute in Spanish), and there was no welcome message! Even worse, my talk page didn’t exist. Is there a reason for this?

Our international sites don’t have as active a community as English, so they don’t have all the bells and whistles of this site, including WelcomeBot. But your Talk Page will be created when someone does send you a message, so no worries there - it has the box to “Post” just like any other talk page. You just can’t see it because it’s your own page
