Who has the power to do this, are users able to put a nomination this tag on an article?
Any user can nominate an article for being a featured article. However, there are few users who are able to actually place it in the right places, when it is chosen to become a FA. http://www.wikihow.com/Nominate-an-Article-for-Featured-Article-Status
