Why would a user want to join if they would do nothing? There is welcome wagon for this, and that template wouldn’t seem to have a message helpful enough for them.
I agree with Hailey. The Welcome Wagon has sort of designed so that Welcomers get to users after a few edits have been made, and this message probably wouldn’t do much to help. However, I think it would be a good idea to add some of the links you put in to the WelcomeBot, possibly adding the link to the article writing page and the community dashboard inside. I get tons of messages asking how to write articles, and I think that could really help out. But as far as this particular bot goes, I don’t feel it would accomplish very much.
I don’t think this would really be of too much use. However, as MushyKetchup said, I’ve felt that the WelcomeBot template should be expanded for quite some time.

Yes. The template should be expanded, in my opinion. We could link users to not just the tour, but the policies as well, so that an article that they wrote would meet our policies. We’ve had a lot of users not knowing that personal reference isn’t allowed on wikiHow’s articles, so I would suggest making a link to the “Avoid Using Personal Reference on wikiHow” page. Although the {{personal}} template links to it, the welcome template should too.
