I don’t know what time zone is standard for wikiHow, but I am Eastern Time Zone, and one of the messages on my talk page (Calicokitten’s message) has a time stamp of 19:14, 4 June, 2013. In a 12-hour clock, that’s 7:14PM. But my clock says that it is only 4:27PM, or 16:27, of June 4th.

The time used on wikiHow is UTC. That’s why the timestamp is always wrong for those outside the UTC timezone. UTC is universal.

Do you know which time zone that would correspond to?

UTC is Coordinated Universal Time. It’s timezone offset is +/- 0. EST/EDT is UTC -4
