Yeah. That sometimes pops up, when trying to categorize an article when in Guided Editor with the Categorizer. This has happened ever since the new Categorizer came into being. The list of categories continues past the box you just screenshot.

Does it happen every time?

Not always, or at least my eyes can’t focus fast enough to see it the other times. I’d only be guessing if I’d be taking a screencast, as to when it would happen. And besides, I think I sent you a screencast to this @krystle when the new categorizor app began.
