Imagine an 11 year old who was a great editor. He did great stuff then to have said he was 11. His parents turn the form in. Then he can go back to editing. Would he be able to be an admin even his parents turned the form in and he’s 11?

In theory, anyone who is legally on wikiHow can be an admin. Whether they would have the maturity is another question. Regardless of whether you turn 13 in 2 minutes or 12 hours, if it’s your 13th birthday you can create an account legally.
