I noticed the following error appears when attempting to view a deleted image:
File not found
Although this PHP script (/index.php) exists, the file requested for output (mwstore://local-backend/local-deleted/s/p/5/sp5qog8xti6hwif0iln0wawnbm5e50s.jpg) does not.
Despite this, I am still able to restore the image and view it afterwards.I am also able to review deleted articles without an issue.

I’d be pretty surprised if this had ever worked, to be honest! Undeleting isn’t a very elegant page in general, and obviously only affects a few folks - in three years, I can’t say I’ve ever had to view a deleted image, so I’m not sure this particular error has come up for me, but I do know that all our image stuff doesn’t play nicely with all of MediaWiki’s built-in buttons. Moving images doesn’t work, for example, and as far as I know, never has.
I think the reasonable workaround here is to do what you did - if you really need to see a deleted image for some reason, just undelete it (perhaps writing why in the summary) and then re-delete as needed. I don’t think any other admins would find fault with that, if you need to check out an image they removed for some reason, so I wouldn’t worry about doing it if needed
