I’ve noticed that a few members who where JUST welcomers had used the welcome wagon tool. I saw this because it was shown on the Community Dashboard. I then looked at their talk pages and the throughly checked the list of new contributors but they had not welcomed anyone! Yet the Community Dashboard said so. Boosters have been able to welcome new users but not welcomers. Is there something wrong with it? (I noticed this happened to @RubyRoseRain

only folks who have been given the user rights to use the Welcome Waggon can do that. I don’t believe you have access to the tool. Ruby has passed the Welcome Waggon test so naturally she is able to use the tool.

Welcome Wagon and WelcomeBot are two different things. The Welcome Wagon is used for personal, specific, supportive welcomes. Ruby has Welcomer rights from passing the test, so as Sarah said, she sends personal welcomes through the Welcome Wagon tool. The WelcomeBot is different - that’s an automatic, basic welcome sent from active booster and admin accounts. That one happens automatically, while the personal welcomes, obviously, don’t because they have to be crafted personally
