Acquire the SS Anne ticket from Bill, then go to the ship in Vermilion City. Go to the top end of the ship, or navigate through trainers until you run into your rival. After you beat him, go to the captain's booth and obtain Cut.

After acquiring the boat ticket from Bill, (Near route 25) you walk (or fly) to Vermillion City. -
When you arrive, you need to go towards the big cruise ship, the S.S. Anne.Advertisement -
After the ticket man verifies your ticket, go onto the ship. -
Go all the way to the top of the ship. You should encounter your rival. -
Once you win against your rival, you will need to go room to room talking to people. Once you find the captain, he will want you to do something. He doesn't feel good and wants you to rub his back. -
Once you rub his back, you will receive the HM Cut.
