    You'd only set your primer if it's eye shadow primer. Eye shadow primer is a bit tacky when it's dry so the colors will show up more vibrant and last longer. You're supposed to set your shadow primer with an eye shadow of your skin tone or translucent powder to take away a bit of that tackiness, otherwise the shadows won't blend out well. For face primer, you apply your base makeup on top of it before you set it with face powder.
