My pit bulls hair is extremely hard to get wet! His fur is almost water-resistant. I don't have a hose or anything, what can I do?

My boxer has the same problem. What I do is fill the bathtub with water, and before putting him in the tub, I rub in the shampoo deeply, and then soak him in the water while scrubbing the fur.
