Can I set up as LLC under a Host?

I learned you should not be LLC as an independent contractor for a host agency, because your E and O policy under host agency will not cover you. Get EIN as sole proprietor, not your personal SSN. Later you can incorporate if you choose, but this is the problem free, lower cost, better protection way to get things going smoothly.

Can my certificate come from working under an agent?

There is no nationally recognized certifying body for travel agents like there is for accountants, for example. Each agency "certifies" their agents. So "certifications" are not transferable. If you find someone telling you they can "certify" you as a travel agent for the industry, I would be wary.

Unfortunately, you just need to shop around. Some are very low cost, but they offer very little support for a new travel agent. As with anything, you pay for what you get. The commissions paid are also tricky, and you really can't compare percentages to percentages because some agencies receive a higher commission from the vendor before they pay you.
