You will need to either heat the pond or make sure you only put cold tolerant fish such as koi or goldfish in the pond. In order to make sure the pond doesn't freeze, it needs to be several feet deep into the ground. The ground stays a more consistent temperature and helps keep the water warmer then the regular air temperature. It's also important that you don't feed the fish during the winter, because fish are cold blooded and not able to digest food properly if they are cold.
