Sort of. Bedrock is not level, and its height varies to up to 5 blocks above the void at different points, so you may need to fill in some spots to have a level area to put your tracks. That said, it wouldn't be very convenient to get to the tracks up there.

Did you use power rails? If you use normal rails, the minecart won't move unless you push it. If you used power rail than maybe you didn't power the rail up, use some redstone block or redstone torch to power them up.
