Is it true that Kunai are actually basically shovels?

Yes, sort of. They could be used as a shovel but it would be pretty ineffective. It's the same base design as a gardening shovel, but the latter has some specifications that make it good for gardening and Kunai have combat specifications. It actually makes a super deadly knife--picture the kind from the Princess Bride book.
