I have a 20 amp breaker that is intermittent with six 60 watt bulbs and two ceiling fans and six other 60 watt lamps. Is that overloading the 20 amp breaker?

Most welding machines (welders) have a stamp on them indicating the voltage and amp requirements. I have a number of welders and they range from 110-220 volt and the smallest will run on a 15amp breaker for light work, the larger welder I have requires 80Amps and 220 volts. If you can’t find a stamp on your welder, then check with the manufacturer for the requirements.
