    Yes, because the gears and engine is still giving power and the gears are still moving to the wheels. So, when you only press the brakes, it will just ruin your brakes and stall the engine. The tractor is giving power to the wheels and you are pulling back and stressing the engine, so yes, you need the clutch unless you are in neutral, then you can just press the brakes.
