In fact, advice for people with dry skin is to not exfoliate often, as it will just make the dry or peeled skin situation worse. I would start using lipbalm, and dialing back on the exfoliation. You can use Baby Lips brand of lipbalm, in a pink color. To get rid of the marks, you can go to your dermatologist and get a steroid for your lips to get rid of the marks. Also, don't pick/peel your lips.
