It's best to choose a spot about halfway between the top of the window moulding and the ceiling. If you want a more dramatic look, hang the rod right at the ceiling level.

Yes, you can hang grommet curtains on one side and pocket curtains on the other. You risk, however, creating a mismatched look. It is not recommended to hang curtains on top of each other because this would look bulky and risk overbearing the curtain rod brackets.
