Make sure that you definitely do not have the folder, as you almost certainly do. Go to %appdata%, and hit the "." key on your computer. It should highlight the .minecraft folder If for some odd reason you do not, reinstall minecraft.

If it is downloading wrong from the Forge website, you could possibly be downloading it from a bad server. If the installer is not working right, you are probably missing Java Runtime Environment (JRE) from your computer. This will keep .jar files (such as the Forge installer) from running. It will also keep your mods from working, as well.
